Millions of people in the U.S. each year are affected by mental illness, substance use disorders, and other chronic conditions, yet too many are unable to get both their mental and physical health needs met, leading to higher costs and worse outcomes.
The rate of co-occurring illness is high. People with depression have a 40% higher risk of developing cardiovascular and metabolic diseases than the general population. People with serious mental illness are nearly twice as likely to develop these conditions. With the demand for mental health and addiction services higher than ever before, coordinating care is important as we face a new health care landscape.
As the nation’s largest payer of mental health and substance use disorder services, Medicaid is uniquely situated to help states support the health of their communities. Through the use of federal waivers – called section 1115 waivers – states can improve access to care by testing new ideas like integrating mental health and substance use disorder services in primary care settings that help people receive the right care at the right time.

Topics and themes:
Jodi Kwarciany serves as the Manager of Mental Health Policy at NAMI, the National Alliance on Mental Illness. In this role, she conducts legislative, regulatory, and policy research and analysis on federal and state mental health-related issues to advance NAMI’s policy priorities. Previously, Jodi worked at the D.C. Fiscal Policy Institute where she led their health care agenda by advocating for health policies benefiting low- and moderate-income D.C. residents. She also performed health policy research at the Center on Budget and Policy Priorities and UnitedHealth Group. She holds a master’s in public policy from the University of Minnesota and a B.A. in political science from the University of Wisconsin Eau Claire.
Amy Stern is a Licensed Masters Social Worker and graduate of the University of Michigan School of Social Work. She has occupied many roles at CNS Healthcare, and currently serves as a Program Manager overseeing Therapy, Children’s Services, CCBHC Services, Individual Placement and Supports Supported Employment, Psychosocial Rehabilitation Clubhouses, and Clinical Student Internships. Amy is an adjunct instructor at the University of Michigan School of Social Work where she teaches courses on working with adults with mental illness and infant and child mental health.
Dr. Michele Reid has spent most of her career working in the community mental health care system in Michigan and Tennessee. As the Chief Medical Officer Dr. Reid was involved in the design and implementation of the medical module of the second generation EHR, implementation Medicaid Meaningful Use and the Medicare Merit-Based Incentive Payment System, implementing electronic prescribing for controlled substance and managing the contract with our Federally Qualified Health Center, Oakland Integrated Healthcare that is also a Ryan White HIV/AIDS Program funded site. Dr. Reid received her BA from Fisk University and her MD from Meharry Medical College, both in Nashville, Tennessee.
Jenny Shumaker manages the SAMHSA Primary and Behavioral Healthcare Integration (PBHCI) grant, Integrated Care Program, Therapy Program, Student Interns and oversees the staff licensing and clinical supervision of limited licensed staff. Jennifer is fully licensed through the State of Michigan as a Master’s Social Worker and a member of the National Association of Social Workers (NASW). She is clinically trained in Cognitive Behavioral Therapy, Trauma informed treatments, and successfully completed Middle Management Academy through the National Council for Behavioral Health.
